STS transfer (ship-to-ship)
A ship-to-ship (STS) transfer moves cargo between two vessels at sea or at anchor — legitimate for lightering, and also a common evasion technique when one vessel goes dark to hide the transfer. Overwatch detects STS events from proximity patterns, co-located slow/stationary pairs, dark-event windows, and draft changes that imply mass moved between hulls.
