Destination reliability
Destination reliability measures how often a vessel's declared AIS destination agrees with observed port behavior. Overwatch keeps the latest non-empty AIS destination for a vessel, compares eligible departed visits with observed ports, and counts matching versus deceptive visits. Only visits with a declared destination contribute to the score; a missing declaration is not treated as a mismatch. The resulting reliability score is a fraction of correct reports and is stored with the total visits, correct reports, tier, and computation time. A mismatch identifies a behavior worth reviewing, not proof of deliberate deception; context still needs examination. Why it matters for grain flows: reliability qualifies destination-based route attribution and helps analysts decide how much weight to give AIS-declared destinations when reviewing export flows.
