Port congestion index

A port congestion index quantifies queue pressure at a port: median and average vessel wait times, p90 wait times, the number of vessels waiting, and week-over-week trend direction. Overwatch derives these from AIS-derived port events (arrival, anchoring, berthing, departure) rather than self-reported terminal data, so the numbers are comparable across ports.
